System Upgrade 404

When you are inside the Developer section, within the Related tab is a link called System Upgrade that takes you to a 404 page for the following URL:

/admin/developer/upgrade/

Thanks for the bug report! That definitely shouldn't be visible since there's no "default" page for the upgrade system directly.
