System Upgrade not recognizing new version availability

A few days ago we were alerted that a new version of bigtree cms is available (we are on 4.2.8 today) and we ignored the alert. Today, we went to /admin/developer/upgrade/ to try and start the upgrade process, but we get this message:
No updates are available.
I feel like this might be a bug.

If you tell it to ignore that update it will permanently ignore it (until the next release is out). It uses cookies to determine what's ignored so wiping your cookies or using a different browser should prompt you to upgrade again.
